Paul Evans

 A rail/telecoms systems engineer, with extensive background on major Transport (Rail & BRT) and Telecommunications projects in UK and Asia. Experienced in design, test, installation, system integration, commissioning, cost estimation, tender preparation, project management and business development capacities. Has worked on major Rail, BRT, Telco and I.T. projects including the Blue Line, MRTA Purple/Blue Line Extension, BTS Skytrain, OTP/SRT Redline ARL-Extension projects, SRT Double Tracking, Johannesburg BRT, Chiang Mai BRT and other similar projects in the Asian region. This work has involved provision and management of project services while also providing team leader role and senior consultant services in his own right on key projects for communications and control systems. This work typically involves activities such as feasibility studies, specification and tender preparation for major transportation and telecommunication projects.
His transport background includes National Heavy Rail, Metro and BRT (Bus Rapid Transit) systems providing a broad under standing and knowledge base of different levels of system functionality and complexity required for rail networks from simple light rail to Mass Transit Urban Metro‟s to High Speed Inter City including comprehensive interchange and interoperability requirements.
Mr. Evans has developed a Cost Estimation model and reference price database for preparation of Cost & Budgetary estimates on transportation projects that have provided estimates in access of 5 Billion U.S. Dollars accepted by government agencies and international lending institutions.
  Graham Allen has over 35 years’ experience in railway / mass rapid transit project construction and signal engineering management. His experience has covered all aspects of design, installation, construction, testing, commissioning, maintenance and project related issues for the latest ATO/ATP control systems, as well as more conventional equipment. He spent 15 years with Parsons Brinckerhoff (Asia) Ltd. (formally Kennedy & Donkin Transportation Ltd) in Hong Kong where he gained extensive experience in all matters related to project management and project life-cycle activities. In his former years, he gained extensive experience with the Westinghouse Brake & Signal Co, where he spent some 19 years. Much of his time was spent on all aspects of design and management and was involved in many major UK and overseas signalling schemes.
His most recent projects include, India – Delhi Airport Rail Link, India - Mumbai Metro Line 1, China- Shijiazhuang to Taiyuan High Speed Dedicated Passenger Line and Vietnam – Ho Chi Minh City Line 1 and Bangkok Purple Line (Bang Yai to Tao Poon Section).
 Mr. Eddy Ng has over 27 years of engineering project experience in which he has spent more than 19 years in the railway systems profession around the world including Hong Kong, Taipei, Shenzhen, Beijing, Australia, India, Malaysia and Bangkok.

Eddy possesses a wealth of knowledge and experience in the design, installation, testing and commissioning of multi-disciplinary railway systems with particular focus in Train Control & Signalling System, system engineering, and system assurance of railway projects. He is currently Engineering Manager for BEM projects in Bangkok.

For MMC-Gamuda on the KVMRT project, he was the Signalling and Train Control System Manager, managing the design, tendering, contract award and implementation up to the testing and commissioning of the KVMRT Signalling &Trains Control, compliant with the Employer's Requirements within budget and on time.

He was one of the key railway systems consultants to various railway projects in Asia. He worked for the Taipei Circular Line turnkey project as the Design Manager & Special Project Engineer, being in charge of the whole engineering department leading a team of Project Engineers and professionals from various railway systems disciplines including Signalling, Rolling Stock, Communications, AFC, PSD, SCADA, Power Supply, Depot Equipment, RAMS, Trackwork & Civil Interface.

While he was the Principal Signal Engineer in Ansaldo STS HK, he assisted the Branch Manager to set up the local office, managed the HK Signalling team and delivered the design & verification packages of various signalling systems within the Asia Pacific region.

In his total 15-year service with Kowloon Canton Railway Corporation /Mass Transit Railway Corporation KCRC/MTRC, he played the lead role within the entire 8-year project lifecycle  of West Rail, from tender preparation/evaluation, design management, system assurance, installation, test and commissioning to delivery and final completion (including DLP) of the West Rail Train Control and Signalling. He also completed a serious of consultancy assignments for various railway projects in mainland China during this period.

Over 34 years of working experience in transport systems including Automatic Train Operations (ATO), Unattended Train Operations (UTO), Urban Bus Operations, and Logistics Supports in modern Container Port Operations.   He is currently Operations Manager for new projects for BEM in Bangkok.

Moved from Hong Kong to Singapore in 1991. Acquired extensive hand-on experience in taking over of the North East Line (NEL) and Sengkang / Punggol Light Rail Transit (SPLRT) systems from the Land Transport Authority of Singapore (LTA) as well as active participations during the design phases / testing & commissioning of the systems into passenger services.

Involvements in providing consultancy services to the building contractor of Singapore Downtown Line Depot (DTL).  Provided trainings to the trainees of other new rail systems, such as South Korea Shin Bundand Line (SBL) in 2008 and China Shanghai Line 10 from 2008 to 2010.
