Leading the operations and maintenance management team to deliver best practice international performance. Development of strategic plan to deliver best practice performance and management. Review of franchising models, options and approach to regulator. Review and strategy for repackaging out-sourced maintenance and restructuring contracting.  Developing a technical strategy to secure the next PPP Concession in Bangkok.

  • For Hong Kong MTRC, a major review into system performance and asset management following a series of incidents and public concern. Presented results to the Hong Kong Legislative Council Transport Sub-Committee and press conference. 

  • Member of the Lloyd’s Register Project Board for the Taiwan High Speed Rail IV&V project. Responsible for strategic technical direction to the project. Oversaw output consistency and competence.

  • For Hong Kong MTRC, a review of the risks and contingency plans for the Material Damage and Business Interruption Insurance program.

  • For Hong Kong MTRC a major post completion review into the delivery of the signalling, rolling stock and Main Control System for a major extension of the system. Review of the project against best practice with recommendations to improve systems delivery.

  • For TÜV Rheinland, support on a successful tender for an ISA rôle for Union Rail in Abu Dhabi.

  • Development of UK Railtrack's revised signalling strategy in parallel with a review of business processes.

  • Strategic review of engineering and operational proposals for Thameslink project.

  • For a major railway, a study looking at the effects of reduced funding for infrastructure on the business. Effects were quantified into service and safety level reductions against the economic impact.

  • A project audit into the infrastructure provision on the Channel Tunnel Routes from London to Folkestone. Identification and quantification of the system and project risks.

  • For the Kowloon Canton Railway, Hong Kong. A strategic review into future rolling stock strategies in the East Rail Division. Development of options for refurbishment, upgrading and new stock, full cost and benefit analysis.

  • Review of the technical options for the modernisation of the UK WCML railway.

  • A review and strategic proposals together with an implementation strategy for signalling renewals on the South West area of NSE, UK.

  • Conducted a review of current signalling arrangements and the benefits of introducing ATP for the Brisbane Suburban Railway.

  • For the Kowloon Canton Railway Hong Kong, conducted a strategic review of major investment projects. The work included a detailed study into the benefits of modernising the signalling and the introduction of ATP to the railway, together with various options for saving capital costs.

  • Formed, developed and subsequently sold two successful rail consultancy businesses, MHA Systems sold to Lloyds Register and International Risk Management Services sold to ERM.   Expanded the consultancy business into Asia for Lloyds Register.

  • Personal involvement as shareholder in the MBO of Tickford Rail.

  • Identified the opportunity and managed the acquisition of three rail consultancies for Lloyd’s Register.
